PROPOSED STATE BYLAWS REVISION

NOVEMBER 8, 2019 ANNOUNCEMENT:  PROPOSED STATE BYLAWS REVISION 

On 6 November 2019 the State Bylaws Committee presented the attached Revision to the South Carolina State Bylaws to the State Board of Management.  Bylaws State Chair Dianne Culbertson made the motion that the Proposed Revision of the State Bylaws be recommended by the State Board to the State Membership for adoption at the March 2020 State Conference.  The motion passed unanimously.  

The District Directors have been directed to send the proposed revision to the Chapter Regents within their districts and for each Chapter Regent to ensure that their chapter delegates that will attend the State Conference in March 2020 receive a copy for their review.  

It should also be noted that this is a Revision and per our National Parliamentarian it is only necessary to provide a paragraph explaining the revision.  If you would still like to look at the current State Bylaws they are posted on this website under the Publications menu.  The following paragraph explains the reasoning for the revision.

The SCDAR Bylaws were last revised in March 2004.  State Regent Elizabeth Billham requested that the State Bylaws Committee develop a Bylaws Revision Draft using the NSDAR Model Bylaws for State DAR organizations in order to bring our bylaws in compliance with NSDAR procedures and with current SCDAR practices.  This draft was submitted to the SCDAR Board of Management whose members submitted suggestions.  The draft was revised and at the Nov. 6, 2019 SCDAR Board of Management meeting, the BOM voted to recommend that the SCDAR members adopt the 2020 SCDAR Bylaws Revision at the March 2020 State Conference.
